This comprehensive document describes the Korean Emergency Response System in relation to the COVID-19 pandemic. Information was gathered from primary sources via interviews with key experts directly involved in the response efforts. It was then complemented with secondary sources, including official government reports, press releases, and announcements, as well as several scientific and newspaper articles and other internet resources. 

The report is divided into eight main sections:

The Korean Response's best practices related to each of these sections were identified and listed in the relevant chapter and in the conclusion to help other countries identify weak points in their own systems and work towards improving them.
